(text from the back page)

About Ukawa

Ukawa is a small coastal region in Kyoto, Japan, located at the tip of the Tango Peninsula. It’s 150km away from Kyoto city, so the scenery there might be quite different from what you imagine with “Kyoto”. The sea serves as a rich fishing ground, and on the hills overlooking it, rice is cultivated in terraced fields that take advantage of the unique terrain. Seiryozan Kuhonji Temple, built atop the massive sea cave "Anamonju," is locally known as "Monju-san" and is an important religious place. Kyogamisaki Cape is a haven for wild birds, hosting endangered species such as the Peregrine Falcon, as well as migratory birds from the Asian continent. Amidst aging populations and rural depopulation, approximately 1,200 residents lead quiet lives here.

The US Military X-Band Radar Base Construction

In February 2013, during the Obama-Abe summit, the construction of the 133rd US military base in Japan was suddenly announced. This X-band radar base was intended to counter missiles from the Democratic People's Republic of Korea. For local residents, this came as a complete shock, sparking widespread opposition due to concerns over crimes and accidents involving US military personnel, environmental and health damage caused by the radar, and the potential to heighten military tensions with neighboring countries. Despite this, the Regional Defense Bureau proceeded with land acquisition, and construction was started in May 2014. Work progressed rapidly, the radar was installed in October, and operations began in December. Since then, efforts to enhance the base's capabilities have continued to the present day.

Japan Self-Defense Forces Base in Ukawa

Since before WW2, a naval surveillance base was placed in the Ukawa area facing the Sea of Japan. After the Japan’s defeat, US forces were stationed there temporarily. Following the US withdrawal, the site became an Air Self-Defense Force base. Part of the existing JSDF base grounds was provided for the newly established US X-band radar base, which now adjoins it internally. Operational integration with the US military has advanced significantly.

Problems Caused by US Military Bases

Unlike US bases in Germany or Italy, under the Status of Forces Agreement (SOFA), Japanese authorities have no right of entry into US bases. US military personnel who commit crimes are often treated differently even outside the base, under the guise of being "on duty." Concerns initially raised by residents have materialized. The base personnel cause traffic accidents frequently on roads that run in the opposite direction to US traffic and often freeze in winter. There is also huge noise from the generator that powers the radar. In the 2026 US-Israel-Iran War, a similar TPY-2 radar located at a US base in Jordan was attacked and destroyed. Radar bases possess no offensive capability, but they become targets in modern warfare. Yet, the Defense Bureau continues to assert that there is no danger.

US-Japan Joint Military Exercises

Throughout the Kinki region (part of western Japan, including Kyoto), military strengthening of the US military and JSDF is progressing. Since 2016, US military personnel from the Ukawa base have been conducting live-fire exercises at the Fukuchiyama JSDF firing range, ignoring local people's opposition. Since 2019, joint US-Japan military exercises have also been conducted at the Ukawa base. In July 2025, an exercise was conducted without prior notice to the local municipalities or even the Defense Bureau, a dangerous situation that disregards civilian control.

Hosono Missile Ammunition Depot

The principle of Japan’s "exclusively defense-oriented policy" has become empty rhetoric, as the possession and enhancement of the JSDF’s "counterstrike capability" is accelerating. In 2026, long-range attack missiles were deployed in Kumamoto and Shizuoka, marking increased militarization not only in the Southern Islands but also on the Japanese mainland. The construction of a massive missile ammunition depot to store these weapons has started in Hosono, Kyoto Prefecture. Furthermore, at the Maizuru JSDF base, the deployment of Tomahawk missiles to Aegis destroyers and the construction of an underground command center, with nuclear attacks in mind, are progressing.

New site & Solidarity with Autistici/Inventati / サイト移行＆Autistici/Inventatiへの連帯

Thank you A/I collective in Italy for helping so many activist groups worldwide including us, in setting up blogs

Thank you A/I collective in Italy for helping so many activist groups worldwide, including us, in setting up blogs and other digital infrastructures, over such a long time.

(text from the back page)

Background

Once an independent kingdom, Ryukyu was invaded by Yamato (mainland Japan) and incorporated as Okinawa Prefecture in 1879. Amidst the Japanese Empire’s aggression and colonial rule across Asia, exploitation and forced assimilation intensified. In 1945, Okinawa was deliberately sacrificed for the defense of mainland Japan against the USA, becoming the sole location of a ground battle in Japan in WW2. As a result, a quarter of the local population died.

After the war, Okinawa was placed under U.S. military administration. Land was seized through “bayonets and bulldozers” to construct military bases. During the Cold War, these bases served as launch points for U.S. wars such as Korea, Vietnam, and later for the War on Terror (and Iran in 2026). Despite the “reversion” to Japan in 1972, contrary to the hopes of the Okinawan people, U.S. military bases in Japan were rather concentrated in Okinawa. Today, 70% of all U.S. military bases in Japan exist in Okinawa, occupying 15% of Okinawa Island’s area (Japan hosts more than 50,000 U.S. oversea troops, the largest in the world). These bases hinder Okinawa’s development and impose heavy burdens, including accidents, crimes committed by U.S. military personnel and environmental destruction.

Following the 1995 rape of a schoolgirl by U.S. soldiers, the anti-base movement in Okinawa reached unprecedented scales. This resulted in a Japan-U.S. agreement including the return of the Futenma base. However, this was a deceptive deal contingent upon the construction of a new military airport in Henoko and new helipads in Takae in northern Okinawa Island. This destroys Henoko’s sea and Takae’s forests in the name of “reducing the military base burden.” People in Okinawa have repeatedly said “no” to these projects built on lies, and the struggle continues.

Henoko

Henoko is a district in the eastern coastal area of northern Okinawa Island. Oura Bay features extensive coral reefs and also serves as a habitat for dugongs (sea cows). Following WW2, the U.S. military established one of the detention camps for captured residents there. Later, Camp Schwab (a Marine Corps base) and the Henoko Ammunition Depot were established, occupying vast areas. During the Cold War, Camp Schwab served as a launch point for the Vietnam War, while the Henoko Ammunition Depot stored large quantities of nuclear weapons.

In 1996, under the Japan-U.S. SACO report, a plan to build a new U.S. military airport funded by Japan was suddenly announced. Future joint use by JSDF (Japan Self-Defense Forces) is also considered. Protests began immediately, and movements have successfully delayed the construction via various efforts, including direct actions both at sea and on land. Although people in Okinawa have repeatedly shown opposition against the new base, and even after it was discovered that the planned site rests on unstable soft ground, enormous budgets continue pouring into the project.

Takae

Takae is a district in Higashi Village in the northern part of Okinawa Island. To the north lie lush subtropical forests called “Yambaru”, habitat for rare flora and fauna, including endangered species. The Northern Training Area (Jungle Warfare Training Center, Camp Gonsalves), the largest U.S. Marine Corps training facility in Okinawa Prefecture, cuts through the forest. Similar to Henoko, the construction of six helipads in Takae was announced in 1996. It is ostensibly framed as a measure to “reduce burdens” in exchange for partial land return, but in reality, the plan increases burdens by placing training grounds for the MV-22 Osprey, an aircraft with a frequent record of crashes, in proximity to residential communities. Residents launched sit-in protests opposing the construction. Although the project was delayed for years, the Japanese government mobilized riot police from all over Japan to remove the protesters, and the helipads were “completed” in 2016. The sit-in demanding the removal of the base continues to this day.

U.S. Military X-Band Radar Base in Ukawa, Kyoto

Ukawa is a coastal region in northern Kyoto Prefecture. In 2014, the first U.S. military base in the Kinki (mid-Western Japan) region was established, overcoming the concerns and opposition of the residents.

The Japan Self-Defense Force’s “Southwest Shift” and Japan-U.S. Militarization

China is now regarded as the primary adversary by both Japan and the USA. Under this situation, new JSDF bases are being established on remote islands such as Yonaguni, Amami Oshima, Miyako Island, Ishigaki Island, and Mageshima Island. This represents a military reinforcement of the entire Ryukyu Islands chain. Also on southern mainland Japan, deployment of long-range missiles capable of reaching China and DPRK is proceeding at a rapid pace. Compared to 2022, Japan’s defense budget has increased by 70%. Under the Takaichi administration, which is purchasing massive amounts of weaponry from the U.S. and stoking threats and confrontation with China and DPRK, Japan drives toward disaster. The lives and livelihoods of marginalized regions, including Okinawa, bear the burden and danger.

The Himeyuri Student Corps and the Battle of Okinawa

To delay the decisive battle with the USA on mainland Japan and conduct negotiations under favorable conditions, Emperor Hirohito and the Japanese military sacrificed Okinawa in 1945. The entire population was mobilized, turning the whole island into a battlefield. The ideology of imperial assimilation, holding death preferable to surrender, led to tragic mass suicides. After the fall of the headquarter, Japanese forces and civilians were driven to the south of the island, where they were killed or forced to commit suicide. The Himeyuri Student Corps consisted of female high school students mobilized as nurses. Although many died, survivors have continued to share their experiences to this day. Many people visit the Himeyuri Peace Museum. As the memory of the Battle of Okinawa has become a driving force for the peace movement, right-wingers have relentlessly attacked it.

Last year in 2025, a politician Shoji Nishida, representing Kyoto for the ruling Liberal Democratic Party, claimed that the Himeyuri Cenotaph was “rewriting history.” The fact that he was re-elected afterward without facing any political consequences encapsulates the relationship between Yamato (mainland Japan) and Okinawa.

Afterword

There are many things we could not mention in the main text. One of them is the tragic accident at sea of Henoko in March 2026 that cost two lives, including a high school student from the mainland, during a study tour.

What we have been witnessing is a massive attack on movements in Henoko and Okinawa by mainland media and online mobs, which instrumentalizes the accident and intentionally erases all historical and current context of the struggle. Also, the Japanese government and authorities are trying to fully utilize this opportunity to stifle the movement. We denounce all such attacks, and our hearts are with the people who have been striving for peace and justice.

“Okinawa” is a Japanese name and it is closely tied to colonialism. How the place should be written in Japanese or English should be based on the self-determination of the people who live there or have roots there. However, due to the various discussions surrounding this theme, we use the term “Okinawa” conventionally in this text.

Victims Still Under the Sea – 84‑Year Commemoration of the Chosei Coal Mine Disaster /

84 years ago, on February 3, 1942, a severe mining disaster occurred at the Chōsei Coal Mine in Ube City, Yamaguchi Prefecture, Japan, killing 183 workers.…

84 years ago, on February 3, 1942, a severe mining disaster occurred at the Chōsei Coal Mine in Ube City, Yamaguchi Prefecture, Japan, killing 183 workers. Eighty percent of the victims were Koreans living under Japanese colonial rule. As Japan heavily exploited Korea, many people migrated to Japan for survival and were also forcibly mobilized to serve the wartime economy. The catastrophe happened shortly after Japan entered war with the USA, during the later stages of the Asia‑Pacific War. On the day of the disaster, the mine company had to deliver a quota of coal to the military. Under intense pressure, working conditions were extremely poor, and the mining operation continued even ignoring the safety standards of the time, ultimately leading to the tragedy. Immediately after the collapse, seawater flooded the tunnels. Although people remained trapped, the entrance was blocked with wooden boards on the boss’s orders. Discussing the disaster soon became taboo. Bodies were never recovered, the catastrophe was never investigated, and no compensation was provided. For many years after the war, the matter remained unresolved.

Starting in 1991, a local activist group the Association for Commemorating the Chōsei Coal Mine Flooding Disaster began investigation. As the Japanese government did nothing, they took the initiative to investigate, contacting relatives of the victims in Korea. With the support of citizens and tremendous effort, they finally began recovering remains last year. This February, the annual memorial gathering is scheduled, along with a large‑scale recovery operation. The mission is led by expert diver Isaji‑san from Okinawa and assisted by divers from around the world. As the crises of war and racism intensify in Japan, it is more important than ever to remember a history of colonialism that has not yet been fully addressed. We express our sincere solidarity with this grassroots effort and demand that the Japanese government investigate the truth, assume responsibility, and memorialize this history as a perpetrator country.

We extend our deepest condolences for the passing of Mr. Wei Hsu (Victor), a diver from Taiwan, who passed away on February 7, 2026 during the diving survey. We continue to support the effort led by the Association for Commemorating the Chōsei Coal Mine Flooding Disaster.

日本語

Ostasien Antikolonial

Here in Berlin, we have observed several instances where motifs very similar to Japan's flags (a red circle on white, or with a radiating pattern) were used within resistance movements. This has also been happening not only in Germany but occasionally within the global activism scene. While we understand that these instances are usually unintentional, we find this lack of awareness problematic.

As someone from the Japanese archipelago and holding anti-colonial and anti-imperialist stance, demanding justice for all past colonial crimes, and yearning for the liberation of all oppressed people under (neo) colonialism in present Asia and worldwide, we feel it’s important to clarify these issues.

We ask for:

More awareness on colonialism and imperialism in Asia-Pacific region

Avoid using patterns that reminds the Flag of Japan (a red circle on a white background)

Avoid using patterns that reminds the Rising Sun Flag (a red circle and radiant pattern on a white background)

Do not use these flags when expressing solidarity with the people in Japan

Far-right group propagandizing with the Rising Sun Flag

Invasion of New Guinea, January 1942

The origin of imperial flags

First, let's check the historical facts. Like other imperial powers, Japan invaded and plundered lands, committed countless atrocities, and thrived through the exploitation of colonized people. This past is deeply connected to our present and we cannot ignore it. It colonized Taiwan (1895-1945) and Korea (1910-1945), and later invaded China, culminating in all-out war from 1937-1945.

During World War II, it partnered with Germany and Italy (Tripartite Pact in 1940) and expanded its invasions across Asia-Pacific region, committing numerous war crimes including mass murder of civilians, forced labor, human experimentation, and sexual enslavement of women. As a result, the Empire of Japan is responsible for the deaths of at least 20 million people in the region. At its apex, the Empire of Japan dominated 20% of the worlds' population and 6% of its landmass (Nazi Germany controlled 12% of the world's population at its peak).

The Flag of Japan and the Rising Sun Flag are the flags of this empire. The Rising Sun Flag was extensively used in the Japanese military, and even after WW2, it has been used to this day. It is also a favored symbol of far-right fascists. There has been a tendency in post-war Japan to uncritically use these motifs as "art," and that attitude itself is problematic. Both flags should have been abolished by 1945.

This past is not over. After World War II, the United States decided to make Japan a stronghold against the Soviet bloc. The supreme military commander Emperor Hirohito was not prosecuted and he stayed on the throne until died in 1989. He never showed any sincere expression of responsibility or regret for his actions during the war. Just like West Germany, many fascists and war criminals soon returned to power. Japan’s devastated industry quickly recovered thanks to significant profits from the Korean War (beginning in 1950). In effect, the blood of the Korean people fueled the economic recovery of the former colonizer.

Japan's reparations for colonialism and war aggression were primarily provided through products and services from Japanese companies. This meant that the act of atonement was effectively turned into benefits for US-backed military dictatorships like South Korea and the Philippines, as well as Japanese companies. To this day, the Japanese government continues to refuse individual compensation to victims, claiming the matter has been "resolved".

Colonialism is alive on present day Japan

Colonialism is alive within Japan's current borders. Ryukyu (current Okinawa), once an independent kingdom, was invaded and colonized (the process that Japan declared "completed" in 1879). Okinawan people were brutally killed in the only ground battle in Japan at the end of WW II (Emperor Hirohito and the military deliberately sacrificed Okinawa to preserve the imperial lineage after the war). Okinawan people still suffer under a heavy US and Japanese military presence (70% of US forces in Japan are concentrated on these tiny islands that consists 0.6% area of Japan).

The northern island of Aynu Mosir (current "Hokkaido", sparsely populated but four times larger than Palestine) is originally the land of the Ainu people, but has been thoroughly settler-colonized and Ainu people were driven from their land and their way of life was destroyed.

Zainichi Koreans, who came to Japan as a result of Japanese colonial rule over Korea, have faced constant racism and discrimination to this day. These histories and current realities rarely reach the awareness of the Japanese people living on mainland Japan.

Japan's complicity with Zionism

Would these stories feel distant from our reality here? Not quite, because all empires are interconnected. Japan fought in World War I as an Allied Power and participated in the San Remo Conference in 1920 as part of winners, which decided on the British Mandate for Palestine (Japan also took over Micronesia as the "South Sea Mandate" from the German Empire, as a reward for its war participation). This means Japan bears some responsibility for the events leading up to the Nakba in 1948. Furthermore, Japan harbored an interest in Zionism as it launched the settler-colonial puppet state of Manchuria in Northeast China (1932). There was even a plan to stage mass immigration of Jewish people there, intending to utilize Zionism to further colonize China and strengthen the Empire of Japan.

Fake peace after WW2

The imperialist structure remains to this day. Japan has never de-militarized (military spending ranks 10th worldwide in 2024). After WW2, Japan fully aligned with the United States (while avoiding responsibility for its war of invasion and engaging in neocolonial exploitation of Asian countries), supporting countless wars in Korea, Vietnam, and in this century, Afghanistan and Iraq.

Regarding "Israel", Japan established diplomatic relations as early as 1952. On the other hand, it has not yet recognized Palestine as a state (although PLO opened a office since 1977). Currently, Japan is strengthening its ties with the US and NATO, eyeing a new cold war with China. Last year, in 2024, it participated in the US-led naval exercise RIMPAC with Germany and "Israel". Japan and "Israel" have been extending military and economic ties as well. The Japanese government and corporations are complicit in the occupation and ongoing genocide in Gaza.

Despite these realities, the propaganda portraying Japan as a "peaceful and nice" country has been somewhat successful. Even within Japan, the dominant narrative has always been that "Japanese people are also victims of the war", and one of the most striking example is that the tragedies of atomic bombs in Hiroshima and Nagasaki are used for this peacewashing. But we should never forget that, just as in Nazi Germany, the overwhelming majority of Japanese people was intoxicated with the frenzy of fascism.

Official celebration of the Tripartite Pact in Tokyo (1940)

Japan is the only country that retained the same flag within the Axis Powers (Germany, Italy, Japan), and it indeed indicates enduring continuity before and after the war. Of course, there have been resistances by the people against it. In schools, teachers and students have fought against the compulsion to stand before the national flag and sing the anthem (the song which praises the emperor and its eternal reign), despite pressure and punishment from administrations.

The criticism and reluctance surrounding the flag are reflected in the fact that until 1999, there was no law regarding the national flag and national anthem. But as right-wing populism rises (as it has across the Global North), these struggles are becoming more difficult. Still, no matter how much the ruling class and establishment may strive, they can never rewrite the past, and it will never lead to any better future.

To conclude, we urge everyone in the movement to consider Japan in the same way as all the other empires of the past and present. We ourselves were ignorant about various themes, and have learned a great deal through the solidarity movement here in Berlin. We want to continue this effort of learning together until true liberation is achieved.

Brick by brick, wall by wall, all empires, old and new, will eventually fall and be held accountable for their crimes!

Practical guide for designers:

Let's change the colors (make the background and circle a color other than red and white)

Use multiple circles

Combine the circle with other motifs to change the overall appearance

There are many other "sunburst" motifs; you don't need to use the Rising Sun to symbolize the dawn

English

Ostasien Antikolonial

On September 10, 1980, Han Jong Sok refused to be fingerprinted, which was mandatory only for foreigners living in Japan. The collection of fingerprints for foreigners was introduced in 1955 and mainly targeted Koreans and Taiwanese living in Japan.
The Japanese colonial empire used fingerprinting extensively to control people, even dreaming of enrolling the entire population of "Manchuria" (a puppet state established in 1932 in northeast China). After World War II, the Japanese government continued to treat the descendants of the colonized people as if they were criminal suspects by the fingerprinting. Han Jong Sok started the refusal as a "lone struggle", but soon many Zainichi Koreans joined forces and more than 10,000 people refused the collection. As a result of this struggle, the system was abolished in 2000.
However, now in the 21st century, biometric data collection has become ubiquitous. "Facial recognition gate" is widely used at airports in Japan, and here in the EU, fingerprinting will become mandatory for all non-EU visitors starting this November. Are we all potential "terrorists/criminals" now? And who will ensure that the data is not misused?

Appendix: In Japan, fingerprinting and facial photography became mandatory in 2007 for all foreign nationals entering Japan, except for children under the age of 6, special permanent residents, and diplomatic personnel. Japan is the second country in the world to require fingerprinting for all entry after the U.S. began the practice in 2004.
